The term PAC refers to Partners Against Crime. There are five PACs in Durham, each corresponding to one of the five police districts. District 5 is sometimes referred to as the “Central District”.

Although the PACs started as crime prevention organizations, they have evolved into umbrella organizations connected with every department in City Hall. The PACs have become a major vehicle by which the City communicates with citizens and neighborhoods.
